PRESS RELEASE

Wednesday, November 18, 2015, took place the handover ceremony between the Minister whose activity ceases and the minister who takes over the function, more exactly Messrs Daniel Constantin and Achim Irimescu. The event was held at the Ministry of Agriculture and Rural Development.

Daniel Constantin wished good luck to the new Minister of Agriculture and Rural Development and ensured him that he will stay close to the agricultural sector. In this context, Daniel Constantin said: "Each time he will request me for an opinion I will give it to him with the bigest opening because together we worked many years for the interests of agriculture and I think it is important (...) to all join forces in developing the sector, which slowly becomes the most important of the Romanian economy."

In turn, Minister Achim Irimescu thanked Minister Daniel Constantin for the evolution that the Ministry of Agriculture and Rural Development had in the last years: "First I want to thank Minister Constantine because he managed to provide in good time all the amounts that the Ministry of Agriculture has requested. Let us remember that in the first years we managed to pay the direct payments in more than a year, being even penalized for the delay, while in the last years the direct payments were made from December until February, being recorded an extraordinary progress at the Agency for Payments and Intervention in Agriculture (APIA). If we are speaking of advance payments, in the last years there have been made advance payments from 16 October to 30 November. In 2015 it didn't happen like this, because the Cioloş Reform was adopted (...) and APIA had to adapt very quickly to the new changes."

Regarding the approach he will have in its mandate, the Minister Achim Irimescu says that will focus on a very good collaboration with all partners involved, will try to simplify all procedures for increasing the absorption of EU funds and to implement the Common Agricultural Policy (CAP) and the Common Fishery Policy, which is one of the priorities of the Ministry of Agriculture for next year.

PRESS RELEASE

The European Commission (EC) approved on November 17, 2015, the aid scheme SA. 43393 (2015/N) - on the establishment of a state aid scheme to compensate the damages caused by the meteorological phenomenon of severe drought manifested during April-September 2015.

The CE decision confirms that the Emergency Ordinance no. 45/2015 complies with EU guidelines on state aid in the agriculture and forestry sectors as well as in rural areas 2014-2020.

The Emergency Ordinance no. 45/2015 shall apply until 31 December 2015.
